We had an all-hands meeting today discussing my particular organization's overview, successes, challenges, and the road ahead.
The nasty acronym BRAC came up. For those of you in the civilian world, that's Base Re-alignment and Closing. To further translate, that's the Department of Defense cost-cutting measure, the goal being to reduce the military's "redundant" holdings by 25%.
Another round of BRAC is coming, the recommendations to be announced May 16th.
Pensacola is a Navy town built around the military bases. There are currently four in operation: NAS Pensacola, Corry, Whiting Field, and Saufley. Saufley is the obvious target--it's mostly a federal prison camp with some DoD functions working around the area. Saufley is usually on the short list, but somehow has managed to survive since the 80s.
NAS got realigned in the last BRAC; it lost its aviation depot, but became a training center instead.
This time around, my organization has been decoupled from the military bases hosting it. We are now a BRAC-able entity in and of ourselves.
This isn't so bad by itself but add this little tidbit: At the last organization conference I was at, the rumor mill was that the head of the organization (at the highest level) wanted to consolidate the different functions. Of course, not in Pensacola, but in one of the big, existing centers. BRAC-ing us would be a way to get us to consolidate.
Then add in the pessimism of the person giving the presentation. And the words of the head of the organization that he quoted, "One should always strive to improve one's marketability."
It sounded so much like, "See ya! Wouldn't want to be ya!"
Add in this data point: my particular organization has been hiring only contractors lately, no new civil service positions have been added. We contractors are easily jettisoned if you need to travel light...
Another data point: at my last position at the evil empire, the company had a history of never laying people off; then the long-time director stepped down, and the blood-letting began.
Guess what's happening here? Our long-time director is retiring.
I try not to connect too many dots, but...having survived two lay-offs in the last 5 years, I can't help but be highly paranoid. I just hear a certain tone, get a certain bad vibe about what we were told today.
My biggest neurotic fear is both Mike and I getting affected by the BRAC at the same time.

Let me know if you want the link. Also, have you heard about NTEC and us up here consolidating? Don't know if you are affliated with them or not. Our bosses here just came back this week from a meeting there laying out the structure and plans.

My boss here is the PM for the NSPS transition and I am his right hand slimey contractor. So intimately involved with the pay bands and groups. Hopefully they will keep the IT differential pay like they say. Either that or that have a really rude awakening coming.
Also, just overheard about more trips your way to lay some more of the framework for it. Lots of it has to do with DADMS and FAM stuff.
